About the Data

C1 - User Characterization Files (C1_LTSSUsrChar): State-level counts of unique Medicaid beneficiaries receiving LTSS, disaggregated by service setting (HCBS, Institutional, Nursing Facility, and Total) and demographic dimensions including age, sex, race/ethnicity, dual status, residence, and language.
C2 - Expenditure Characterization Files (C2_LTSSExpChar): Corresponding Medicaid expenditure data, organized by the same service setting and demographic structure. Population denominators sourced from U.S. Census Bureau PEP, July 1 estimates per state 2019-2023. Inflation adjustment uses CPI-U (FRED series CPIAUCSL).
